The Islamic world is both corrupt and complicit, it is impossible to weed out the terrorists from the refugees by relying on records from nations of origin.  That means that unless the person in question has had a run in with American forces, they can't be properly vetted.  A bribe here, a sympathizer there, and the next thing you have is a mass casualty event.  You may very well trust the US government... but do you trust the Saudi? Pakistani? Afghan? or Syrian ones?
