The state of Florida is taking its controversial push to purge the state's voter rolls of ineligible voters to the next level with a suit against the Department of Homeland Security filed by Secretary of State Ken Detzner on Monday.
The suit accuses DHS of failing to provide the state with access to the Systematic Alien Verification for Entitlements (SAVE) Program database to verify the citizenship of suspected illegal immigrants on Florida’s voter rolls. You'll find that the percentage you quote is VERY high when one looks at it's effect on the local level.
In races on the local level where battles are often fought district by district, races can be won or lost by a handful of votes.
Do you REALLY think that Florida is doing this just because of the presidential race?

Not now be adjudicated mentally incapacitated with respect to voting in Florida or any other state without having the right to vote restored;
Not have been convicted of a felony without your civil rights having been restored;

American University did a study and it showed that 89.8% of the registered voters in states that had a voter ID law already had a pictured ID. That's not exactly repression, in my opinion.

The entire rationale behind the electoral college, and the Senate, was to insure, in a Federal Union, that the small states weren't overshadowed and rendered impotent by the larger. It's not enough to be the President of California, New York, and Texas, he has to be President of Delaware, Rhode Island, and Wyoming as well.
Which is why it's highly unlikely you'll ever see an amendment passed electing the President by popular vote. Even after all the uproar in 2000 no serious effort has been mounted to do away with the electoral college. That would be asking the smaller states to commit political suicide by rendering themselves irrelevant to the process.
