Well Bub, that's what happens when you let a President ratify an agreement rather than the US Senate.  What you have is an executive agreement... an agreement easily rescinded by the next executive.

Nicolas Sarkozy proposed a carbon tax on American-made goods if President-elect Donald Trump pulls out of the climate accord.
